Man arrested in Scioto County homicide

Sheriff: 33-year-old faces multiple felony charges, held without bond

 

LUCASVILLE, Ohio — Authorities in Scioto County say a man has been arrested in connection with a homicide discovered earlier this week in Lucasville.

Sheriff David Thoroughman said deputies responded to a 911 call at 9:40 p.m. Monday after a man reported finding his friend unresponsive at a residence on Millers Run Fallen Timber Road. The victim was later confirmed dead.

Detectives launched an investigation and by Tuesday had identified a person of interest, Thoroughman said. That afternoon, investigators located the man inside a Portsmouth business and took him into custody without incident.

The suspect, identified as 33-year-old James Paul Ruggles, who is listed as homeless, has been charged with multiple felonies, including aggravated murder, aggravated arson, felonious assault, murder, arson, tampering with evidence, resisting arrest, and obstructing official business. He is being held without bond at the Scioto County Jail and is scheduled to appear in Portsmouth Municipal Court on Thursday.

Thoroughman said additional charges are expected to be presented to the Scioto County grand jury as the investigation continues.
